Abstract

The Philippine Local Government Code of 1991 devolves most coastal management authority to the 832 coastal municipalities. Effective devolution requires both central government and local government to address key issues of authority, capacity, management resources, commitment of management officials, how coordination will be structured, and what mechanisms will be established to insuiv accountability. The available evidence suggests that central and local governments officials have effectively addressed some of these issues.
